ソゲリ水プロジェクト Sogeri Water Project

仙台ロータリークラブとボロコロータリークラブの共同プロジェクトである「ソゲリ水プロジェクト」の着工に寄せて仙台ロータリークラブ柴田一成会長よりお祝いメッセージをアップいたしました。

親愛なるボロコロータリークラブの皆様、ご参加の皆様。仙台ロータリークラブ会長の柴田一成です。

新型コロナ禍が未だ収束せず、国際的な移動も制限されているため、本日は、ビデオで日本国仙台市より祝辞を申し述べます。

日本と密接な関係のあるパプアニューギニア独立国において、仙台ロータリークラブとボロコロータリークラブの共同プロジェクトである「ソゲリ水プロジェクト」の着工が本日、発表される運びとなりましたことは、慶賀に堪えません。

本年は2011年3月11日に発生した東日本大震災から10年の節目にあたります。その節はパプアニューギニアから多大な義援金を頂き、大変、有難うございました。心より御礼申し上げます。仙台をはじめ太平洋沿岸部の被災地は、巨大地震の爪痕を残しつつも、着実に復興を遂げつつあります。この度の共同プロジェクトが、パプアニューギニアの国民の皆様に対する恩返しとなりましたら、これにまさる慶びはありません。

さて、仙台ロータリークラブにとって、「ソゲリ水プロジェクト」との出会いは2019年5月に遡ります。

仙台ロータリークラブは、かねてより国際ロータリー財団 (The Rotary Foundation) の提唱している重点6分野の一つである「安全な水の提供」を重要視していましたが、「ソゲリ水プロジェクト」に関心をもったのは次の4つの理由からです。

 

①ポートモレスビ-近郊のソゲリ・アーバンは、病院(Health Center)、警察、市場 (Market) など、社会サービスのセンターであるが、医療従事者や警察官の宿舎に水道が届いておらず、仕事の効率性や衛生を阻害していること。

②また、ソゲリには、ソゲリ国立高校(全寮制)、州立イアロワリ・セカンダリースクール(全寮制)、ソゲリ小学校などの教育機関があるが、停電や断水が頻発し、長時間の断水後に供給が再開すると異物の混入した水が流れてくるという報告を受けたこと。

③停電の度に自家発電機を稼働する必要があるため、ソゲリ高校の担当者は、1.3km離れたポンプ場まで昼夜や天候を問わず行かなくてはならない。そうしないと、隣接するソゲリ小学校や周辺のコミュニティに水が届かなくなること。

④揚水ポンプを24時間フルに稼働させているため、オフピーク時と夜間に貯水槽から水があふれ、水を浪費し、電気代も非常に高くつき、反対にピーク時は、水圧が下がり、水が十分出ないという報告を受けていたこと。

 

ソゲリ・アーバンにおけるこれら水問題を解消するべくパプアニューギニアのパートナーを探したところ、ボロコロータリークラブ(RCB)に行き着き、共同プロジェクトを2019年5月以来調整してきました。

RCBは、早速、ジョン・タンギット次期プレジデント (President Elect) を委員長とする技術委員会 (Technical Committee) を設置し、現地視察によって共同プロジェクトの妥当性を確信し、フィージビリティ調査 (FS) を実施されました。

このようなRCBの周到な準備もあって、2019年8月22日、両ロータリークラブは共同プロジェクトのMOUを締結することができました。この場をお借りしてRCBの迅速なアクションに深く敬意を表します。

それから3か月後の11月29日、両クラブは、総事業費約10万米ドル(現地通貨で約35万キナ) のプロジェクトとしてロータリー財団(TRF)にGG申請を行いました。

2020年3月10日にTRFより受益者の男女別人数、見積もりを競争入札等で行ったかどうかの証拠など追加情報の指示がありました。しかし、RCBの皆様は忍耐強く質問に対応し、データをそろえ5月21日に再申請されました。
 

10月17日、GGの承認がおりました。両クラブはTRFにドネ-ションの払い込みをしました。RCBにおかれてはプロジェクトの口座を11月に開設されました。2021年1月6日に「ボロコRCの取引銀行(PNG)とTRF(USA)を仲介するUSの銀行(an intermediary bank in US)」の確認が完了し、1月21日、ついにファンドがRCBに流れました。
仙台ロータリークラブはプロジェクトの開始以来、プロジェクトのファイナンスの側面を応援してきました。ここに至るまで、両クラブとも決して平たんな道を歩んできたわけではないことも承知しています。しかし、ゴールまであと少しです。

今後はエンジニアリング部門にバトンが渡されます。

水源とタンクをつなぐ配管の取替えにより、安全な水が供給されることを願っています。

8万リットルの大型タンクの建設と浮体式圧力スイッチの導入によって水の安定供給と揚水ポンプの電気代が節約されることを願っています。
そして、このプロジェクトを起点にして、周辺の人々にも安全な水が広く行き渡るようになることを願っています。

Sogeri Water Project Press Conference Video Message

Dear Rotary Club of Boroko, Ladies and Gentlemen. I am Kazushige Shibata, President of the Rotary Club of Sendai.

As the new Corona disaster is still not under control and international travel is restricted, I would like to congratulate you from Sendai, Japan via video message today.

It is a great pleasure to announce today the start of construction of the Sogeri Water Project, a joint project of the Rotary Club of Sendai and the Rotary Club of Boroko, in the Independent State of Papua New Guinea, which is closely related to Japan.

This year marks the 10th anniversary of the Great East Japan Earthquake that occurred on March 11, 2011. Thank you very much for the generous donation from Papua New Guinea at that time. I would like to express my heartfelt gratitude. The disaster-stricken areas along the Pacific coast, including Sendai, are steadily recovering from the devastating earthquake. It would be a great pleasure if this joint project could be a way to return the favor to the people of Papua New Guinea.

For the Rotary Club of Sendai, the first encounter with the Sogeri Water Project was back in May 2019.

The Rotary Club of Sendai has long been concerned with the provision of safe water, one of the six areas of focus proposed by The Rotary Foundation International, and we became interested in the Sogeri Water Project for the following four reasons.

 

The first, Sogeri Urban near Port Moresby is a center for social services such as a hospital (Health Center), police, and a market, but the water supply does not reach the quarters of medical workers and police officers, hindering their work efficiency and hygiene.

 

The second reason is that educational institutions in Sogeri, such as the Sogeri National High School, (a boarding school), the Iarowari Secondary School (also a boarding school), and the Sogeri Primary School, have been experiencing frequent power outages and water cuts.

 

The third reason is, in order to run their own generator every time there is a power outage, the Sogeri High School personnel have to go to the pumping station 1.3 km away, day and night, in any weather. Otherwise, water will not be able to reach the adjacent Sogeri Elementary School and the surrounding communities.

 

The fourth reason is that the pumping pumps are in full operation 24 hours a day, so during off-peak hours and at night, water overflows from the storage tanks, wasting water and making the electricity bill very expensive. On the other hand, during peak hours, the water pressure drops and not enough water is produced.

 

Our search for a partner in Papua New Guinea to resolve these water issues in Sogeri Urban led us to the Rotary Club of Boroko (RCB), where we have been coordinating a joint project since May 2019.

The RCB immediately set up a Technical Committee chaired by President-elect John Tangit, and conducted a feasibility survey after a site visit convinced them of the suitability of the joint project.

With such careful preparation by RCB, the two Rotary clubs were able to sign the MOU for the joint project on 22 August 2019. I would like to take this opportunity to express my deepest respect for RCB's swift action.

Three months later, on 29 November, both clubs submitted a GG application to The Rotary Foundation (TRF) for the project with a total project cost of approximately US$100,000, approximately 350,000 kina in local currency.

On March 10, 2020, TRF instructed us to provide additional information, including the number of beneficiaries by gender and evidence of whether the estimates were made through competitive bidding or other means. However, the RCBs were patient and responded to the questions and reapplied on May 21 with all the data.

The GG was approved on October 17. Both clubs paid the donation to TRF, and RCB opened an account for the project in November. The intermediary bank confirmation to TRF was completed on January 6, 2021, and the fund finally flowed to RCB on January 21.

The Rotary Club of Sendai has been supporting the finance aspect of the project since its inception. We are aware that both clubs have not had a smooth road to this point. However, we are very close to the finish line.

The baton will now be passed to the engineering team of RCB.

We hope that the replacement of the pipes connecting the water source to the tanks will provide a safe water supply.

We hope that the construction of a large 80,000 liter tank and the installation of a floating pressure switch will ensure a stable supply of water and save electricity for the pumping system.

We hope that the introduction of an automatic switch between grid power and private power will eliminate water supply interruptions.

I also hope that this project will be the starting point for the widespread distribution of safe water to people in the surrounding areas.
